The activities of the International Search and Rescue Advisory Group (INSARAG) are guided by key international instruments and declarations:
- United Nations General Assembly Resolution 57/150 (2002): “Strengthening the Effectiveness and Coordination of International Urban Search and Rescue Assistance.”
- INSARAG Hyogo Declaration (2010): Adopted at the first Global Meeting in Kobe, Japan.
- INSARAG Abu Dhabi Declaration (2015): Adopted at the second Global Meeting in Abu Dhabi, United Arab Emirates.
Together, these frameworks provide the foundation for INSARAG’s mission and operational priorities.
INSARAG is mandated to:
- Enhance emergency preparedness and response effectiveness to save lives, alleviate suffering, and reduce adverse impacts.
- Strengthen cooperation among international USAR teams operating in collapsed structures at disaster sites.
- Promote preparedness initiatives in disaster-prone regions, with particular emphasis on supporting developing countries.
- Establish globally recognized procedures and systems to ensure sustained collaboration among national USAR teams during international operations.
- Develop USAR procedures, guidelines, and best practices, while fostering collaboration among relevant organizations during the emergency relief phase.
